"It is unfortunate," Justice Anthony Kennedy lamented on April 28, 2004, "that our legislators have reached the point of declaring that when it comes to apportionment, 'We are in the business of rigging elections.'"

However even after this trenchant analysis of the problem, Justice Kennedy still voted with his four Republican colleagues on the Supreme Court to uphold the most egregiously unfair redistricting case in U.S. history, since it favored his party in Pennsylvania.

In the Central Valley the 2001 gerrymandering of the U.S. Congressional Districts, while less partisan than some other locations, still left Modesto and parts of Stanislaus and San Joaquin counties strangely divided to yield one predominately Democratic District, the 18th, and one predominately Republican, the 19th.

Most State Legislatures (like California) have rigged their U.S. Congressional Districts to be noncompetitive. As a result the House of Representatives has degenerated into a terminally partisan body with no incentive for the majority to compromise on any issue.

  18th District Boundaries
The new 18th District covers Lathrop, 57% of Stockton, 70% of Modesto; plus Ceres, Empire, all of Merced county the Southwest corner of Stanislaus County and small parts of Western Madera and Fresno counties.
19th Congressional District
The new 19th covers the Northern and Eastern portions of Stanislaus County including Salida, Del Rio, Riverbank, Oakdale, Hughson, Waterford, Turlock and 30% of Modesto; as well as all of Tuolumne, Mariposa, and portions of Madera and Fresno counties.

The 25th District covers 56% of Stanislaus County including 60 % of Modesto (the areas east of 99 between Dry Creek and the Stanislaus River). Plus it includes Waterford and all of Calaveras, Mariposa, Mono, and Tuolumne counties.
  26th Assembly District
The 26th covers 44% of Stanislaus County and 40% of Modesto (south of Dry Creek and west of Mitchell), plus all of Ceres, Turlock and a large part of Stockton.

  The 11th U.S. Congressional District just North and West of us, represents our best chance to take away a Republican seat in Northern California. This District includes the towns of Escalon, Ripon, Manteca, Tracy and the portions of Stockton not in the 18th.

The Democratic Candidate in the 11th District is Dr. Gerald "Jerry" McNerney, a noted expert on alternative energy and a staunch supporter of all Democratic issues including women's rights.

Meanwhile the Republican incumbent, Richard Pombo is one of California's worst Congressmen. He is rated Zero by organizations for women's rights, NEA, environmental protection, retirees, AFSCME, SEIU, postal workers, and the AAUW. The Sierra Club has branded Pombo an "Eco-Thug". He has accepted campaign contributions from many of the same oil and energy companies that ripped Californians off in the great electrical power scams.
